NEW! Double Axle Trailer Access Starts May 1 for Approved Users

Starting May 1, 2026, the Eastern Regional Service Board is launching a one year pilot project to allow residents with double axle trailers access to our Waste Recovery Facilities for residential waste disposal.
Key Information:
- One card per household will be provided free of charge. If you have been issued a ERSB access card previously this card will be deactivated and a new access card will be provided after your double axle trailer card is issued.
- Users will be required to provide vehicle permit (commonly known as Motor Vehicle Registration) for both vehicle and trailer. Neither vehicle or trailer can be registered to a business.
- There will be no disposal fee for dropping off acceptable waste when using the ERSB access card.
- Cards are not required to access the RDO (Residential Drop Off) at Robin Hood Bay.
How to Apply for Your Access Card:
- Download the Access Card Application form apply here.
- Submit your completed form by email to [email protected], along with:
- Proof of identification and civic address (e.g., Government-issued ID and utility bill with full civic address) must be submitted with your application.
- A valid email address.
- A vehicle permit (commonly known as Motor Vehicle Registration) for both vehicle and trailer. Neither vehicle or trailer can be registered to a business. If you already have an access please email your vehicle permit to [email protected] indicating you would like a new card.
Processing Time: Please allow three to four weeks for application processing once all required documentation has been submitted. This does not include mailing time as all access cards will be sent by Canada Post.
Please Note:
- Incomplete applications cannot be processed.
- Proof of identification and Motor Vehicle Registration will not be retained.
- Proof of identification will not be used for any other purposes other than for address confirmation.
- Tenants – Tenants can apply for a card but the landlord must not have already been issued a card for the property.
- Documents submitted must be current and reflect your legal name and address.
- Ensure your identification and address documents are clear and legible.
- The application will be deemed incomplete unless the signed and dated page 2 and proof of civic address are provided. This proof can be a utility bill with your name and full civic address for which the card is being requested.
How to Use Your Access Card:
At the facility gate:
- The Site Attendant will scan your card to verify user.
- The materials will be logged, and you will be directed to the appropriate area for unloading.
- 16 visits per calendar year are allowed to waste recovery facilities. (No change from current policy.)
Lost or damaged cards? Replacements are available for $10, with all data transferred to your new card.
